Intent to Apply for Authority to Impose a Passenger Facility Charge for New Projects

The Capital Region Airport Commission intends to submit an application to the Federal Aviation Administration (FAA) to gain authority to initiate a new imposed and use application for projects at the Richmond International Airport.  As required by Section 158.23 of the Federal Aviation Regulations (FAR) Part 158, Passenger Facility Charges, the Capital Region Airport Commission is hereby providing written notice to all air carriers and foreign air carriers operating at the Airport. This letter serves to inform air carriers of the Commission’s intent to initiate a new PFC application and notify air carriers of a PFC Consultation Meeting.

Tarmac Delay Plan

Occasionally, aircraft may be diverted to Richmond (RIC) or delayed for departure for extended periods for reasons that could include high traffic volumes or inclement weather. To assist customers, RIC has developed a Tarmac Delay Plan as required by the U.S. Department of Transportation (USDOT), outlining the airport’s role during periods of excessive delays.

The purpose of this plan is to establish a partnership between the Capital Region Airport Commission, passenger airlines at RIC, the Transportation Security Administration (TSA), concession operators, the Federal Aviation Administration (FAA), U.S. Customs (USCBP), and ground support service providers to assist passenger airlines in the event a flight becomes delayed for any reason and passengers are on board the aircraft for long periods of time.

Stakeholder Invitation and ACDBE Goal Notice FFY2022-2024 Signed

In accordance with requirements of the Federal Aviation Administration (FAA), the Capital Region Airport Commission hereby notifies the public that its proposed goals for Airport Concession Disadvantaged Business Enterprise (ACDBE) participation in concessions at Richmond International Airport (RIC) for federal fiscal years 2022-2024 is 19.09% for non-car rental concessions and 2.58% for car rental concessions.  Read more here.
