Disadvantaged Business Enterprise (DBE) Program
The Commission’s Disadvantaged Business Enterprise (DBE) Program applies to capital improvement projects at Richmond International Airport that are funded in whole or in part by the U.S. Department of Transportation (USDOT)/Federal Aviation Administration (FAA). Qualified DBE firms are eligible to participate as prime contractors and/or subcontractors on these federally funded contracts. The Commission encourages all firms that may be eligible to be certified as a DBE according to the requirements of 49 Code of Federal Regulations (CFR) Part 26 to seek such certification.
Airport Concession Disadvantaged Business Enterprise Program
The Commission’s Airport Concession Disadvantaged Business Enterprise (ACDBE) Program applies to airport concessions and certain management contracts at Richmond International Airport. Qualified ACDBE firms are eligible to participate as prime concessionaires and/or subconcessionaires. The Commission encourages all firms that may be eligible to be certified as an ACDBE according to the requirements of 49 Code of Federal Regulations (CFR) Part 23 to seek such certification.
How to Apply for DBE or ACDBE certification
The Commission, owner and operator of Richmond International Airport, does not certify firms, but accepts DBE certifications and ACDBE certifications of the Virginia Department of Small Business and Supplier Diversity or the Metropolitan Washington Airports Authority. DBE and ACDBE certification by either of these Unified Certification Program agencies is accepted throughout the Commonwealth of Virginia.
